Laptop only charges when off.

My computer will not charge when I am on the laptop. It has to be turned off and then it will charge. The battery seems to be fine, it charges in reasonable time and goes to 100%. I am thinking it is the charging cord, cord is in perfect condition and the laptop is only 2 years old.
