phone is not turning on... screen is cracked and there is stuff inside

my phone won’t turn on… there is stuff on the inside and it just buzzes every time I try to turn it on… the buttons glow and all but it does not do anything and the screen stays black… how doe fix this and if I can’t how much for it to be repaired at a phone store?
