won't go past WiFi screen after I reset it.

I factory reset my tablet and when I go to set it up as far as I can get is the WiFi page. It tries to configure (I think) ,but it can't so when I skip that it won't download any apps.  It says it can only download when I'm using phone data. Can someone please help me out with this?
