first rule out the remote. Remove the battery and see if it still does that. then rule out your inputs. Remove all of them (especially if you have some sort of cable box) and only connect one input source. See if that changes anything. Unplug your set and unplug all input sources. Hold down the power button for 30-60 sec. Then reconnect the TV and one input source. See if that changes anything.
If none of this made a difference, you will have to check the boards. For that remove the back of your TV. Post some images of your boards with your question so that we can see what you see. Use this guide [guide|21499] for that.
It is possible that this is an IR board error or a failed IC on either the main or the power board.
