This is the solution that worked for me on an iPhone 7. I had the exact same problem. The touch worked fine outside of the frame, but stopped working as soon as I clicked it in place.
I found out that if I took some transparent 3M tape over the LCD/touch connectors as shown in the picture, it worked fine when installed

I had lost the black tape that originally is used for the connectors (Usually it does not fit anyways), so I found out that if I took some transparent 3M tape over the LCD/touch connectors as shown in the picture, it worked fine when installed
