Laser assemblies are shipped shorted.  There should  be a small area that has a solder "blob" that will short two traces.  Remove this solder.  Otherwise the laser won't work, just as you describe.

In general, once the laser is in the home position, it starts long enough to verify that there is a disc there.  If no disc is detected, there will be no spinning.
