Unfortunately that sounds like it could be a charging issue on the motherboard side. Try to remove the battery, plug the laptop into the mains via the charger and try to power it on. If that works then you only have a battery issue and just need a replacement. If it doesn't work however, you have a mother board issue. You can get replacements online for around £39+ ($51.09) on Ebay or purchase a refurbished one. You can use the replacement guides on here for help.
As for data transfer. Remove the current hard drive from the faulty motherboard and put it back into the new motherboard (all assembled) and you'll have all your data there as if it was untouched. Good luck.
