How to fix epoxy surfboard with solarez?

I bought a second hand kitesurf epoxy board but it has a ding on the rail.  I will fix it with Solarez epoxy resin which hardens with sunlight. I removed the shattered fiberglass. Most of the ding was only superficial so only the top layer of fiberglass had to be removed. However, there is a small spot in which I had to remove all fiberglass and the foam is now exposed. The places where I touch the remaining layers of fiberglass are soft to the touch. Should I remove all the the fiberglass and leave all foam exposed or can I apply solarez on top of bottom layers of fiberglass? I think a repair with exposed fiberglass would be stronger than a repair with just resin. Thoughts?
