AS3011 belt does not tighten

I have a Eureka a AS3011 vacuum.  The belt will not tighten.  I got a new belt  that is the same size and it will still not tighten.  I got a new belt tensioner and the belt still will not tighten when I press the gray button down.  What is wrong with the vacuum and what can I do to fix it?
