+(Epson Perfection 3590 Photo) Random CMY "speckles" throughout scans.

I bought an Epson Perfection 3590 Photo scanner about 12 years ago and I adore it. It has served me exceptionally well over the years and has never had a problem — until now. Any time I scan something I get a random array of speckles all over my image. See attached images; one shows the entire scanner platen with nothing on it, the other is an enlargement of a section of the first image. The speckles you see are entirely random; if I make the same scan three times in a row, the speckles appear in random locations.

Zooming in on the speckles shows spots them to be cyan/magenta/yellow bars. I'm thinking this is being caused by a bad CCD?

I've eliminated software issues, bad USB cable, and bad power supply from the equation. It is the original lamp. Problem is, the nearest Epson repair facility is a two hour (at best) drive away from me and they've quoted me an absolutely ridiculous price to repair it.

Am I right in assuming it's a bad CCD?

How would I go about repairing this?
