well, it could be a bad main filter capacitor, inspect for bad capacitors also,

and sometimes, crt tv and electronics can also suffer the issue of dry  joint soldering, you need to inspect the board and re soldering it.

You need to take extra caution when removing the TV cover as CRT inside can hold some high voltages inside.
