20 GB Gen 3 iPod same issue, tried Samsung Fast Charger, Tab E Charger, Noco GB-40 Genius Jump Box. The only thing at my disposal that worked was a fairly new 120V Power Strip with a pair of USB Charging Ports labeled 2.1 Amp (Combined?), anyway the power-strip supplied enough Amperage to maintain the Voltage requirement of the iPod:)
