Fabric softener dispenses with regular wash cycle

I have a Frigidaire front load washer.. and every load where I use softner.. all three dispensers.. dispense at once.. Detergent..  Bleach and Fabric Softner.. Is this normal ? Do clothes get cleaned properly ?

I thought the Softner would dispense in rinse cycle ?
