iPhone 6s boot loop - Error 4013

Originally it would get hot when a SIM card was inserted (or seemed that way) which would then cause the phone to turn off until cooled down.

Now it’s just boot looping doesn’t fully boot anymore. iTunes throws error 4013 and comes up before  the progress bar.

Things I’ve done:

Reballed BB CPU

Replaced bb pmic

All main voltages from the bb pmic come up for a split second before phone reboots. Sometimes right before the reboot current consumption jumps anywhere from 80ma to 1a. I tried freezing parts of the phone during boot up to see if anything momentarily gets warm but don’t spot anything blatant.

Any suggestions would be appreciated.
