If the machine makes no noise when the coffee button is pressed (and the steam switch is not pressed) then the pump is most likely dead and will need to be replaced. You'll want to avoid turning the machine on until you can get the boiler refilled, as letting it heat up with no water in it can damage the heating element; the steam you're seeing is the remaining water in the boiler evaporating.
