-if your device isnt powering on at all, it can be so many things. i would suggest to start by exciting the battery. (hold a 5.5V power supply to the battery) leave it there for abount 5-10 minutes to get the voltage regulated to about 4V. then see if it boots or charges.

scan the board for any signs of blown, broken, or missing components.
if this doesnt fix the issue, i would suggest replacing the modular components relating to charging. (aka; battery, and charge port)
if the above doesnt work, you are likely looking at an integrated board failure, in which case, the amount of work put into the device would be unjustified compared to replacing it.
