what fixed it is, I just uninstalled [https://www.amazon.com/Dell-Laser-Black-Printer-1710/dp/B000E8ZVIO|dell printer 1710dn] in device manager. (which happens to be a printer used often, so I'll deal with that later. hopefully.)
