car charger lights but doesn't charge in my toyota

I have an Anker car charger and it works fine in one vehicle but when I transferred it into my "new" 97 Toyota 4Runner the light on the charger comes on (but more dimly than in my other vehicle) but does not charge my phone. The phone charges fine on other chargers. So it is not the phone, not the cable and not the car charger. there is (at least some) power to the outlet since the charger light comes on. Any suggestions?
