For me the solution was similar to the solution found at dell's support website - https://www.dell.com/community/General/Dell-XPS-15-Plugged-in-but-not-charging/m-p/5138071.  The last post mentioned that a prong needed be adjusted within the charging hole of the laptop.  I saw a prong in my XPS 15 was sort of bent so I adjusted it, plugged the charging adapter in and it started charging finally.
