Volume down key needs to be fixed to keep the tablet out of Safe mode as when that is held down while the tablet is turning on, the tablet will boot into safe mode.

Either the volume down button is jammed or needs to be replaced usually. You may find mobile phone repair shops in your area that can fix this problem for you. Shouldn't cost much.
