Most dryer run on 220 volts. This means in the USA that it is getting two 110 volt lines. Yours sound like it is only getting one 110. First throw the main breaker switch. That failing test the wall plug and see if both legs are hot. Next use your multimeter to check the continuity of both lines going into the machine.
