I also had this problem. Have you recently added a SDCard as internal storage? If so, the system has extremely slow reads on this storage device - not a problem for media files but it nearly disables the operating system. Factory reset undoes this. Either get a faster tablet with faster sdcard reads or only use SDCards as external storage will then fix the problem.
