The problem is apparently that if the tablet totally discharges; then is restarted before the battery has charged, it will not reboot

My solution is to

1) Totally discharge the tablet - I used an elastic back around the tablet tight enough to hold the power button down

2) Charge the tablet - to be safe, I'd suggest an hour

3) Power on and voila
