I ran into this issue. Unfortunately after I put the Mac Mini back together to find the Install or the Disk Utility is not able to see the drive. Had to remove it and format it to ExFAT or FAT32 to be seen in the Install or Disk Utility. In a traditional Windows install I have never encountered the install not able to format the disk to the proper format needed for install.
