o2 sensor heater malfunction

My 99 crv's secondary o2 sensor heater is not receiving the negative sig . from the ecu. Ive checked wiring to the  fuse and to the ecu. Both are good. Fuse is good too. I thought the coolant temp sensor may be faulty but it checks good . is my ecu faulty?
