iPhone 5s will not power on but bootloops

My iphone 5s will only power on when plugged in and when it does it bootloops.I can't restore it because it won't power on when connected to a PC so I can't access recovery mode l. It had water damage so I tried it with a hair dryer and It powered on and the home screen appeared but i installed Ios 11 beta while charging at 2% from there it has not powered on at all
