Why is my laptop not turning on/ why isn't it charging?

Hello people,
I have a Lenovo Thinkpad W540 Laptop that has major problems! 1. For some reason, it always loads to 0190: Critical Battery Error, 2. I bought a new battery for it and when I put it in it turned on but then 5 minutes later, it did the exact same thing that with the first loading it up to the error. If you can help then I would like a solution ASAP, but don't tell me that I have to buy another battery or change the AC adapter charger because I did that and nothing had changed.
