I'm not sure about 7P but the iPhone Plus lines have optical stabilization, the board processes everything and supplies digital pitch and yaw correction commands to the main camera, the camera module is responsible for actually driving the lens.

If the camera is supplying picture but shaking, the problem is mostly with the camera module itself. Try a working camera.
