I solved this problem on my HP PSC 1401 by using  the "Windows Recovery" tool on Windows 10.

I realized that the problem was not the printer because the paper jam no longer exist and it worked for copying.

I've done it twice successfully within a year and I'm surprised that no one has tried it.

Follow their instructions on backing up your files before doing it so you do not lose important data.
