Sounds like the clock cap has leaked electrolyte and corroded the trace that carries the power button signal trace on the bottom side of the motherboard. Breaking continuity from the front panel switch to the System Management Controller on the motherboard that tells the power supply to turn on. You'll need to open the case and clean the leaked electrolyte and repair or jump over the broken trace.
