It seems as though the digitizer (touchscreen) may have a loose connection or is faulty.
To gain access to the tablet try connecting a USB mouse via an appropriate OTG (On the Go) adapter cable.
By clicking and holding the mouse buttons etc, you should be able to navigate through the tablet.
You can also try connecting a USB keyboard the same way (after you have got in using a mouse) if you need to type anything (obviously you have to remove the mouse and replace with the keyboard) Be aware that for some reason not all USB keyboards will work this way.
-Be aware that the tablet's battery will dischrage quicker because it is supplying power to the mouse.
