Does the train have a motor? Does in run on batteries?  On both accounts they will need to be replaced. Are the wheels moving freely (roll it over your hand a few times), as they might be gummed up or something stuck. If not of these are an issue or not, you can visit a hobby shop preferrably one that sell trains or DIY, check out tips on Youtube.
