I had same issue, with one of my samsung tablets.

I found out that if i open up then tablet, disconnect the small battery cable for 10-15 sec, re-attatche the cable, the problem is solved. And i can charge again.

Just making sure NEVER to let the tablet completly loos power, always make sure that there is power on battery.

But much better to replace the battery.
