If this is an old printer, or has had seen it's fair share of uses the belts and/or cogs that move the internal components might be worn out.
It could just be a seized part, which would need a very small bit of oil.
Or it could be the motors that drive the motion.
You will have to inspect the moving parts inside to tell which parts may be worn or broken and seek out replacement parts.
