Screen flicks on or snaps when turning it on.

I'm not sure if my G3 Mac blue and white is done. It snaps when I turn it on and slow to start. I'm not sure if it is worth fixing and what the cost would be. If anyone knows the cost to repair? Or if it's worth keeping?
