Try plugging the cable that was there into the device and the other end into either a laptop USB port (laptop turned on of course) or a wall outlet phone charger that accepts a standard USB cable being plugged into it, i.e the AC adapter plugs into the wall outlet and the USB cable plugs into the adapter

If it is not the original USB cable that came with the device you may be able to see if purchasing a charge only adapter cable will make it work by plugging the original cable you have into the device and the adapter cable and then the adapter cable into the wall charger or a USB outlet on a laptop etc. [http://www.ebay.com.au/itm/POWER-ONLY-USB-Charging-Cable-Extension-Lead-25cm-/380362788911|an example]
The amber charge light should come on if the unit is charging, even though the battery is low or flat.
