The reason for this is the inherent issue with most walkie-talkies having the absence of or inadequate squelch. What Squelch is, is a circuit thats function is to suppress the audio output of a receiver, when there is an absence of a sufficiently strong input signal.

What this means is, it prevents static and distant signals to be heard and only close auditable signals to be heard.
