Why does an icon pop up /and say android device is ringing?

I can make a call and everything its jus that that icon pops up . land when I try to answer it . it will not let me it goes away for a few seconds then comes back. gotten so annoying I shut my phone off during class. or at work cause it goes off on it own . what do I do ? for this kind of situation
