First have you dried the phone for a few days. I prefer to already when I dry it to open the phone with one of our guides here on ifixit, to fasten the drying process.

To see if you can still see liquid somewhere. Or if the liquid has caused any corrosion which has to be removed. Best done with a scratch brush like this one

Then I would connect the phone with the PC through a USB cable and try to turn it on to see it if it is recognized.
