First thing. Daytime runners are to be on when the headlights are off. Now the RAV 4 may possibly be setup to "add" them with the high beams, which may be why your seeing them.
Like the first answer said. Check the fuses, inside car and under the hood. They run through the head light switch, which could be problem.
I'll look into it and see if there is anything to be found.
