Check if you can connect to your home network with a 2nd laptop. If you can, then the 1st laptop has something wrong with either the wifi module itself, or the drivers for the wifi module is not installed/the wrong one. For installing the drivers, download them from the HP website using another computer, and transfer it to the 1st laptop via an external storage device.
