This turned out to be a software issue on my sons iPad. Initially when turned on it was ok, then after a few seconds to a minute it would go crazy with random screen presses and swipes.
Fix was to uninstall you tube app, then reinstall. This removed a pending update icon on the App Store app that was stuck. I had restricted you tube in the settings, which seems to have prevented an automated update and caused some sort of bug.
