The issue is that the Touch IC is failing, and the only permanent solution is to replace it with a new chip. There are currently a few repair shops throughout the U.S. that will perform this repair, but since Apple refuses to claim responsibility for this design defect your options are:
a) Take it to a microsoldering specialist
