I am a woodworker number it sounds like you need a new sanding pad or bring the sander inside your house for a day to let it dry out and that goes same for the sand paper if it's hook and loop. Now if you have a sander that takes adhesive pads then you can put a coat of spray adhesive on the sandpaper but don't that if you got hook and loop sand paper. Here is the adhesive I use quite a bit for my scroll saw patterns and for making sand paper stick to my delta bench sander [http://www.amazon.com/3M-Super-Multipurpose-Adhesive-Ounces/dp/B00114RCP0/ref=pd_sim_sbs_229_2?ie=UTF8&dpID=41-pqGx5HRL&dpSrc=sims&preST=_AC_UL160_SR160%2C160_&refRID=04D7HF801FDJN398CACB] now I do recommend wearing disposable gloves because I usually get this stuff on my hands and when it dries it's not fun to get off. My recommendation for storing your sand paper is get a plastic box with a lid and put all your sandpaper inside it so no moisture gets in and now for the sander if you have somewhere you can store your sander facedown so the sanding pad won't get wet you should be set to go and never have to face this issue again.
