How can I test the power supply board?

I have a thunderbolt display with suspected fault on both the logic board and power board. Assuming the logic board doesn't work, is it possible to test the operation of the power supply board?
-I have confirmed 230V going into the board; nothing coming out of the cable that would feed into the MacBook magsafe adaptor; not sure what to test for on the main 12 pin connector going to the logic board.
