Have you tried a different charging cord?  If you're not using the cord that came with the phone, use that one, it's the best match for you're phone.  Micro usb cables are plentiful, but cheap ones are prone to failure.  Also, try a different outlet plug or plug into a computer that will charge through a usb slot.
