Grinding Noise when turning even by hand.

Tipped the washer over and disconnected motor everything underneath seems fine. It appears that between the holding tank and the actual drum there is some kind of rollers or bearings rubbing on the tank itself. I don't know what they would be called. When you hand turn it you can hear that the bottom of (drum bearings?) is rubbing on the holding tank like there is a flat or wore spot on them. It is very loud especially when spinning.

What would this part be called and is it worth replacing?
