If the battery had any juice you would be able to turn the tablet on without it taking charge. It could be a problem with either the screen, board or charging port. Most likely the board or charging port if there is no sound when trying to turn it on (meaning its not coming on). I've had a little experience with these tablets and will try my best in explaining the issues I faced.
Customer brought in a tablet with broken screen, I ordered two T-Mobile SM-607T tablets with charging problems but in working condition from an eBay seller hoping to get the screen from one and the next maybe get the charging issue fixed. Customer broken screen issue resolved. Second tablet, the charging problem was on the main board itself where the flex cable connects from the charging port.
When applying pressure with a finger on that connector and insert the charger it would take charge. When its released it would go to the battery sign with a circle in the middle(where it seem to be frozen), after a bit the screen back-light would flash dim/bright.
I cleaned the contacts, and after removing and inserting a few time I did get lucky, it charged fully, but went back to the same old after a few day when it needed charging again. None of the things I've tried since have worked. Only manual pressure worked at the connector.
My only option left is buying a board here which I'm about to do now.
