I have been haveing a problem with my laptop were it takes like about 3 minutes for it turn on and when i sign in it takes another 3 minutes to star all the programs up

I have some programs disabled from starup like for example : skype

I also Have a problem were windows defender wont turn on and an error pops up saying :

C:\Program Files\windows defender\MSASCui.exe Windows cannot find 'C:\Program Files\windows defender\MSASCui.exe'. Make sure you typed the name correctly, and then try again.

And I need help.
