-Since your S4 still "works"(i.e. you can see the screen but the touch doesn't work-is that right?), you should be able to connect a mouse via an OTG cable (be sure to get the right one they are available on Ebay - look for OTG for Samsung S4) and use that to move around your screen and enter the passcode. Not certain how it goes with pattern locks though.

+Once your phone is unlocked, quickly switch out the usb OTG cable to another pc to phone usb cable and connect it to a pc and see if the computer can see and access it. Locate the data you wish to get. As long as you can get in and start a transfer you will be ok, even if it locks the transfer will finish. You can also press the volume button to keep the screen active so you know it stays unlocked. Just keep an eye on a timer or something and remember that it usually locks (I think) after 60 seconds of no input.
